PLAN (LRTP) 2008 UPDATE
 

Revised Revenue Projections and Draft Project Lists

The CCMPO Coordinating Committee adopted the Centre County LRTP 2030 in September 2006, and updated the Plan in June 2007 to be in full compliance with the requirements of the federal Safe, Accountable, Flexible, Efficient Transportation Equity Act – A Legacy for Users (SAFETEA-LU).

The LRTP will be updated again in 2008 to:

Add projects financed with additional revenue provided through Pennsylvania Act 44
Address federal Year of Expenditure (YOE) regulations (revised revenue and costs)
Remove projects that fall outside the range of fiscal constraint, based on revised revenue and costs

Staff will present revised revenue projections that incorporate Act 44 revenue, and address federal YOE requirements.  Staff is also working with PennDOT to update the project lists, based on the revised revenue projections.  The revised project lists have not yet been completed, but staff will present information about the project lists at the meeting.

The revised revenue projections will likely result in the removal of projects from the LRTP in order to maintain fiscal constraint.  Because some of the projects to be removed are likely to be “air quality significant”, an air quality conformity analysis must be performed for the 2008 Update.

The 2008 Update will be completed concurrent with the preparation of the new 2009-2012 Centre County Transportation Improvement Program (TIP).  The concurrent schedules will allow one air quality conformity analysis and one public comment period to be completed for both the 2008 LRTP Update and the 2009-2012 TIP.  Final adoption of the 2008 Update is anticipated in June or July 2008. 

The Technical Committee should receive the staff presentation, and provide comments to the Coordinating Committee about the revised revenue projections and revised project lists.  Because of changes in the schedule for development of the 2009-2012 TIP (see agenda Item 5), approval of the Final Draft LRTP project lists for the air quality conformity analysis and the required 30-day public comment period will be requested at CCMPO Committee meetings in April 2008.

2009-2012 CENTRE COUNTY
TRANSPORTATION IMPROVEMENT PROGRAM (TIP)

In Pennsylvania, the TIP and the Twelve Year Transportation Program (TYP) are updated every two years, with the update process taking approximately one year.  From September through December 2007, MPO staff presented transportation issues relative to the new TIP, and worked with PennDOT and CATA to develop a Preliminary Draft TIP.  On January 22, 2008, the Coordinating Committee approved the submission of a Preliminary Draft TIP to the PennDOT Central Office. 

On February 5, 2008, Governor Ed Rendell announced a new initiative to expand the program for repairing or replacing structurally deficient state bridges.  Goals of the new initiative include:

Complete repair/replacement of 1,000 structurally deficient (SD) state bridges in three years
Reduce the number of SD state bridges by 40% in ten years 

The proposed program would be financed with two mechanisms: 

Act 44 revenues shifted to state bridges
$200 million per year in revenue for ten years from a bond issue
Spike funds programmed by the PennDOT Central Office 

As reported in February, revisions to the Preliminary Draft 2009-2012 TIP are needed to reflect additional bridge projects.  The PennDOT Central Office has provided specific targets for the expenditure of bridge funds on the 2009-2012 TIP, and the number of SD bridges to be advanced.  Revised Preliminary Draft TIPs that reflect revisions for bridges must be submitted to the PennDOT Central Office on March 7, 2008.  By April 11, 2008, the PennDOT Central Office will provide its response to the revised Preliminary Draft TIPs, and to requests for spike funding. 

Because the Central Office response will not be received until mid-April, staff recommends that the CCMPO schedule meetings in April to review and approve a Final Draft TIP.  An Air Quality Conformity Analysis will then be performed, and the Final Draft TIP will be advertised for a required 30-day public comment period.  The CCMPO will consider adopting the TIP in June or July 2008.

DRAFT BYLAWS FOR CCMPO

In November 2003, the MPO Coordinating Committee approved the expansion of the MPO to a countywide organization.  The approved proposal for expansion included a requirement to complete a performance review of the new countywide MPO. 

The intent of the performance review is to evaluate the effectiveness of the countywide MPO, and to address representation, staffing, and budget issues.  For example, the approved proposal for expansion specifically noted that the review should address issues raised about representation for Marion and Walker Townships in the Nittany Valley Planning Region.  Completion of the performance review is also needed to help prepare future MPO budgets, and to address other issues that have been raised relative to representation and voting membership.  The review process is also expected to result in the preparation of bylaws for the CCMPO.

In 2006, a Performance Review Committee was established by the CCMPO Coordinating Committee to oversee the performance review process:

The committee has held 15 meetings to date, and has discussed a variety of topics.  One of the primary topics has been the development of a new representation structure.  However, based on the discussions at its September 17, 2007 meeting, the Review Committee noted that it could not reach unanimous agreement on concepts for a new representation structure.  Thus, Review Committee Chair Dan Klees reported that the members would focus on the completion of draft bylaws for the existing CCMPO, and would suspend discussion of representation structures until after January 2008.

The Review Committee developed several draft sets of bylaws, and at its February 22, 2008 meeting, agreed to have the Draft #6 Bylaws reviewed by the CCMPO Technical Committee.  On February 26, 2008, the Coordinating Committee agreed to have the draft bylaws reviewed by the Technical Committee, with comments to be returned to the Performance Review Committee.

At the meeting, staff will review the draft bylaws.

The Technical Committee should receive the staff presentation, review the Draft #6 Bylaws, and provide comments to the Performance Review Committee.  The Committee should pay particular attention to Appendix A, which comprises provisions specific to the Technical Committee.
