TRANSPORTATION IMPROVEMENT PROGRAM (TIP)


Amendment to Highway Element
Atherton Street Stormwater Drainage System Study

PennDOT District 2-0 is planning for future pavement restoration work on State Route (SR) 3014 (Atherton Street). At the same time, PennDOT, College, Ferguson, and Patton Townships; and State College Borough have also been discussing pavement cave-ins and sinkholes caused by the failure of stormwater facilities (inlets, drainage pipes, etc.) under Atherton Street. In the process of making temporary repairs to the roadway, PennDOT and the municipalities have discussed Commonwealth policy and legal statutes that assign municipalities the responsibility of repairing stormwater drainage systems under certain sections of state roads.

Because of the potential travel impacts and fiscal implications of repairing stormwater system failures on Atherton Street, College, Ferguson, and Patton Townships; and State College Borough have jointly submitted a candidate project for the new Centre County Long Range Transportation Plan (LRTP) 2040 that would address the problem. In the project request form, the municipalities suggest that an initial camera assessment and engineering evaluation be completed in order to more accurately determine the scope of repairs and an estimated project cost.

PennDOT District 2-0 has also proposed that a study of the stormwater system in the corridor be completed. The study would document the condition of drainage pipes and inlets, proximity to other utility systems in the corridor, and provide an estimate of cost for making repairs. This information would be used to coordinate the stormwater system repairs with future pavement restoration projects.

PennDOT and MPO staff are proposing that approximately $435,000 in unobligated funds in the Pavement Restoration Line Item in year 2010 of the 2009-2012 TIP be shifted from the line item to complete a study of the Atherton Street stormwater drainage system.

The Commonwealth’s policy and legal statutes relative to stormwater systems apply to state roads in many municipalities. Thus, there are broader implications for stormwater system repairs in locations across Centre County. MPO and PennDOT District 2-0 staff will be working to map the applicable sections of state roads in the County. A strategy for addressing stormwater system problems will need to be included in the new Centre County Long Range Transportation Plan (LRTP) 2040, and addressed in future TIPs.

PENNDOT LOCAL BRIDGE

RETROACTIVE REIMBURSEMENT STRATEGY

During the discussion of the Preliminary Draft 2011-2014 Centre County TIP in November and December 2009, PennDOT District 2-0 and MPO staff indicated that municipal bridge projects could be expedited by using a retroactive reimbursement strategy.

The strategy allows a municipality to commit local funds "up-front" for the design and construction of a bridge improvement, and then be reimbursed for 80% of the costs with federal funds from the TIP. Municipalities may benefit by completing the pre-construction phases in an expedited manner, as long as all applicable state and federal regulations and design guidelines are met.

Committee members requested more information, and PennDOT agreed to provide a presentation about the strategy.

CENTRE COUNTY

LONG RANGE TRANSPORTATION PLAN (LRTP) 2040

 

Discuss Project Ranking Process

In May and June 2009, the Coordinating Committee approved a process for soliciting and ranking candidate projects for the new LRTP. The CCMPO’s Project Ranking Committee has begun working to rank candidate projects submitted in December 2009. MPO staff also initiated work on the fiscal constraint analysis for the LRTP, which will document the amount of funding available for projects on the LRTP.

At the meeting, staff will provide a presentation about:

Number of candidate projects submitted
Preliminary estimated cost of candidate projects
Project evaluation process
Revenue assumptions to be used for fiscal constraint analysis

The project evaluation process will continue in January and February, with the initial results of the technical ranking to be presented in March. A first draft LRTP project list will be presented in April. Policy adjustments may be made by the Coordinating Committee at that time.

A Final Draft LRTP will be presented in June for approval to complete an Air Quality Conformity Analysis and public comment period. The new LRTP will be presented for adoption in September.

FY 2010-11 UNIFIED PLANNING WORK PROGRAM (UPWP)

 

Review First Draft UPWP

Each year in February, the MPO adopts a UPWP for the fiscal year which begins on July 1 of that year and ends on June 30 of the following year. The UPWP lists the work tasks to be completed by the CRPA and the Centre County Planning and Community Development Office (CCPCDO) on behalf of the CCMPO.

The November 2009 CCMPO meeting agendas included the annual PennDOT planning priorities letter, which provides guidance for preparing the FY 2010-11 UPWP. Key elements of the guidance include:

Base federal and state funding will remain at the same level as the current FY 2009-10 UPWP.
Funding levels for supplemental planning funds projects have not yet been established. Prior supplemental planning funds projects should be completed before applying for new projects.
The integration of land use and transportation planning should be strengthened.
Efforts should include participation in Smart Transportation, and Linking Planning and the National Environmental Policy Act (NEPA) initiatives.
Planning and programming should focus on system preservation and maintenance, safety, and structurally deficient bridges.

A first draft FY 2010-11 UPWP has been prepared for review by the CCMPO in January. Based on the comments received, a final draft UPWP will be presented in February for adoption. The new UPWP must be adopted by the Coordinating Committee by February 28, 2010.

The MPO staff is currently working on three supplemental planning funds projects that were included in prior UPWPs. Staff is also starting work on the Moshannon Valley Park and Ride Study, which was approved for funding in 2009 through the Pennsylvania Community Transportation Initiative (PCTI). Because of the workload associated with the four supplemental projects, and the guidance received from PennDOT about supplemental planning funds, staff recommends that no new supplemental planning projects be proposed in the FY 2010-11 UPWP.

FY 2009-10 UPWP

 

Amendment for Supplemental Planning Funds Project

The CCMPO’s FY 2007-08 UPWP includes supplemental planning funds for two projects:

Task VII.A. – Coordination of Comprehensive Land Use Planning and Transportation Planning
Task VII.B. – Assessment of Public Transportation Services in Centre County

The termination date for the two projects is March 31, 2010.

All expenditures for Task VII.B. will be completed by March 31, 2010. However, because of staff shortages and work assignments at the Centre Regional Planning Agency (CRPA) in 2008 and 2009, work on Task VII.A. has not advanced. Funding for Task VII.A. will be focused on the completion of a transportation study for the Halfmoon/Patton Land Area Plan.

At the request of MPO staff, the PennDOT Central Office has provided direction that the unexpended balance of approximately $46,000 in funds for Task VII.A. be shifted to the FY 2009-10 UPWP to permit completion of this task. The shift of funds constitutes an amendment to the FY 2009-10 UPWP, which requires formal action by the CCMPO.

  1. On January 4, 2010, Ms. Lyssa Cromell, formerly the Staff Assistant in the Centre Region COG Administration Office, assumed the responsibilities of the CRPA Office Manager position. Ms. Amy Dugan has resigned from the Office Manager position to take a part-time position in the COG Administration Office. On behalf of the CCMPO staff and Committees, we thank Amy for her excellent service over the past several months, and welcome Lyssa to her new position.
  2. In November 2009, the FHWA Pennsylvania Division announced several changes in its office structure, and new work assignments. Mr. Matt Smoker, Acting Planning and Environment Team Leader, has been reassigned to the Philadelphia MPO. Ms. Kathy Dimpsey will assume the responsibilities of FHWA’s representative on the CCMPO Technical and Coordinating Committees. The MPO staff has worked with Kathy in the past, and welcomes her to the CCMPO. On behalf of the CCMPO staff and Committees, we thank Matt for his excellent service over the past several years, and wish him well in his new assignment.
  3. As authorized by the CCMPO in June 2009, an application was submitted to the U.S. Department of Transportation’s "Transportation Investment Generating Economic Recovery (TIGER)" Discretionary Grants Program for funding to construct the I-99/I-80 High Speed Interchange and I-80/Route 26 Local Access Interchange. A total of $95 million was requested for construction of both interchanges, which will leverage $51.3 million in federal Appalachian Development Highway System (ADHS) funds already committed for the High Speed Interchange. Funding for the TIGER Program is provided in the American Recovery and Reinvestment Act of 2009 (ARRA) [federal stimulus legislation]. To date, the U.S. DOT has not made any announcements about projects selected to receive TIGER funds; however, an announcement is expected by February 17, 2010.
  4. On November 24, 2009, the CCMPO Coordinating Committee approved a motion strongly opposing the tolling of Interstate 80. Correspondence was sent to U.S. Department of Transportation Secretary Ray LaHood transmitting the CCMPO’s action. A response from FHWA was received and circulated to Committee members via email in late December. The correspondence from FHWA is also attached to this agenda item.
