OLD GATESBURG ROAD EXTENSION PROJECT

Approve Centre County Air Quality Conformity Analysis

Amend Long Range Transportation Plan (LRTP)

Amend 2009-2012 Centre County Transportation Improvement Program (TIP)

Approve Request to Add Project to Federal Aid System

In May 2009, two projects in Centre County were approved for funding from the “Pennsylvania Community Transportation Initiative (PCTI)”, a new program intended to advance “Smart Transportation” principles.  Discretionary funding from the Pennsylvania Secretary of Transportation’s spike funding allocation in the 2009-2012 TIP is being used for PCTI projects.

One of the approved projects is the Old Gatesburg Road Extension in Ferguson Township , which will extend Old Gatesburg Road from its eastern terminus at Science Park Road approximately 0.6 miles to Blue Course Drive (Western Inner Loop).  A total of $2,970,000 has been approved for the Construction phase.  Ferguson Township will complete the design and pre-construction phases of the project using 100% local funds.  The design and pre-construction phases, including environmental clearance, must be expedited to ensure that the PCTI funds for construction can be obligated by September 2010.

In order for the Federal Highway Administration (FHWA) to grant environmental clearance and PCTI funds to be expended, the project must be included on the CCMPO’s LRTP and TIP, and the roadway designated as part of the Federal Aid System.  Because the project provides new roadway capacity, the CCMPO’s Air Quality Conformity Analysis must be amended and approved.

In June 2009, the Coordinating Committee authorized the completion of an amended Air Quality Conformity Analysis and public input efforts, in anticipation of taking action in September 2009 to include the Old Gatesburg Road Extension on the LRTP and TIP.

A revised Air Quality Conformity Analysis was prepared, which illustrates that the forecasted emission estimates for the amended LRTP and TIP remain below the emissions thresholds established for Centre County . Thus, the LRTP and TIP remain in conformance with air quality standards.

The revised Conformity Analysis and the proposed amendment of the LRTP and TIP were made available on August 11, 2009 for a 30-day public comment period.  A public information meeting was held on September 8, 2009, and the comment period concluded on September 11, 2009.  No comments were received at the public meeting, and the only written comment received was a letter of support provided by the Ferguson Township Board of Supervisors.

Federal regulations require that the Old Gatesburg Road Extension be added to the Centre County Federal Aid/Functional Classification System as an Urban Collector.  The CCMPO must make a formal request to PennDOT to revise the Federal Aid System.  PennDOT will forward the request to the FHWA, which is responsible for taking action on the request.

All existing roads that intersect with the Old Gatesburg Road Extension at its proposed termini are currently on the Federal Aid System:

  1.  Old Gatesburg Road - Urban Collector

  2. Science Park Road - Urban Minor Arterial

  3. Blue Course Drive – Urban Collector

  MOSHANNON VALLEY PARK AND RIDE LOT STUDY

Amend 2009-2012 Centre County TIP to Add Project  

The second Centre County project approved for PCTI funding is the Moshannon Valley Park and Ride Lot Study, sponsored by the CCMPO.  A total of $100,000 was approved for the study.  

Because the project is a study and the lead sponsor is the CCMPO, funding will be provided through the MPO’s FY 2009-10 Unified Planning Work Program (UPWP).  In June 2009, the Coordinating Committee amended the FY 2009-10 UPWP to include the project.  

Since June, PennDOT provided additional guidance, which specifies that the project must also be included on the 2009-2012 Centre County TIP in order for funds to be committed.  Addition of this project to the TIP requires formal action by the Coordinating Committee.  However, because the project is a study, there are no additional requirements relative to public comment or air quality conformity.  

After the project is added to the TIP, a work order amendment to the FY 2009-10 Annual Agreement between PennDOT and the Centre Regional Planning Commission will be executed, and the project will begin in late 2009 or early 2010.  

MPO staff will not provide a presentation about this item, but will answer questions from the Coordinating Committee.  

On September 9, the Technical Committee recommended approval of an amendment to the TIP to add this project.  

The Coordinating Committee should consider adding the Moshannon Valley Park and Ride Study to the 2009-2012 Centre County TIP .

MARION TOWNSHIP CORRESPONDENCE

JULY AND AUGUST 2009

 Local Access Interchange, Route 26, and Lick Run Bridge  

At the June 23, 2009 meeting, the Coordinating Committee approved a motion to continue advancing the I-99/I-80 High Speed Interchange and I-80/Route 26 Local Access Interchange projects as planned.  The CCMPO’s action was conveyed to the Marion Township Board of Supervisors by correspondence dated July 17, 2009.  

Marion Township provided correspondence to the CCMPO and PennDOT dated July 14 and August 12 requesting additional information related to the Local Access Interchange, proposed improvements to existing Route 26, the Lick Run Bridge , and other items.  PennDOT District 2-0 provided responses to Marion Township about several items by correspondence dated September 9.  

At the direction of the Chair, MPO staff has prepared draft responses to several items in the Township’s correspondence.

2009-2012 CENTRE COUNTY TIP

TIP Administrative Actions

The 2009-2012 Centre County TIP was adopted by the CCMPO in July 2008, and became effective on October 1, 2008 following approval by the Federal Highway Administration and Federal Transit Administration.  The CCMPO approved amendments to the TIP in November 2008, and several other administrative actions have also been completed by PennDOT and CATA.

The CCMPO’s adopted Procedures for TIP Modifications permits project sponsors (typically PennDOT and CATA) to complete certain administrative actions without requiring formal approval by the Coordinating Committee.  Although the majority of the administrative actions taken for the 2009-2102 TIP have been minor in scope, several actions are more significant.

The attached table describes several of the more significant administrative actions that have been taken, and reflect the latest status, estimated cost, and schedule for key projects on the TIP.

2011-2014 CENTRE COUNTY TIP

Guidance for Preparing New TIP

On August 18, 2009, MPO staff participated in a statewide conference call during which PennDOT provided guidance about the schedule and guidance for preparing the new 2011-2014 TIP and Twelve Year Transportation Program (TYP).

The TIP and the TYP are updated every two years, and the update process traditionally takes approximately one year.  However, because of uncertainty about the level of federal and state funding in the next few years, the preparation of guidance documents for the TIP update was delayed.  The final guidance documents provided in late August frame the process and schedule for preparing the new TIP.

MPO and PennDOT staff will report on significant items related to the update process, including but not limited to:

ü  State Transportation Commission Public Hearing on October 8, 2009 in State College

ü  Transportation Enhancements funding

ü  Assumptions about federal funding levels

ü  Assumptions about state funding levels

ü  Tentative schedule for preparing Draft TIP documents

ü  Tentative schedule for completing Final TIP documents, the required air quality conformity analysis, and the required public comment period

CCMPO DRAFT CALENDAR YEAR (CY) 2010 BUDGET

Review Draft Budget

The Centre Regional Planning Agency (CRPA) serves as the lead staff support agency for the CCMPO.  The budget for the staff services is detailed in the CCMPO’s section of the Centre Region Council of Governments (COG) annual (calendar year) operating budget.

In September 2008, the revenue and expenditure sheets from the CCMPO’s Draft CY 2009 Budget were provided to the Coordinating Committee for information purposes.  This year, the Chair directed staff to provide a report about the Draft CY 2010 Budget.

Key items related to the Draft CY 2010 Budget include:

·         Federal and state funding from PennDOT is anticipated to remain at the same level

·         Special projects expenditures are anticipated to be substantially lower

Staff notes that the CCMPO’s calendar year operating budget differs from the fiscal year budget in the Unified Planning Work Program (UPWP).  The calendar year budget includes a full accounting of revenue and expenditures.  However, the fiscal year budget in the UPWP describes only federal and state funds provided by PennDOT, and the minimum required local matching funds.  Historically, County and municipal officials have committed a substantially higher amount of local funds to the CCMPO than the minimum required match.

2.                  On September 4, 2009, CRPA Office Manager Lori Shingler resigned to accept a new position with the Pennsylvania State University .  Lori served the Centre Region COG and CRPA in several capacities since 1997, and provided staff support to the CCMPO.  On behalf of the CCMPO staff and Committees, we wish Lori the best of luck in her new position.

Ms. Amy Dugan will begin her duties as the new CRPA Office Manager on September 21.  Amy has extensive experience in financial and administrative management in the public sector, including her most recent position with Patton Township .

3.         As authorized by the CCMPO in June 2009, an application was submitted to the U.S. Department of Transportation’s “Transportation Investment Generating Economic Recovery (TIGER)” Discretionary Grants Program for funding to construct the I-99/I-80 High Speed Interchange and I-80/Route 26 Local Access Interchange.  A total of $95 million was requested for construction of both interchanges, which will leverage $51.3 million in federal Appalachian Development Highway System (ADHS) funds already committed for the High Speed Interchange.  Funding for the TIGER Program is provided in the American Recovery and Reinvestment Act of 2009 (ARRA) [federal stimulus legislation].  The application is available in PDF form on the CCMPO’s website at www.ccmpo.net .

On behalf of the CCMPO, staff extends its thanks to PennDOT District 2-0 Executive Kevin Kline, Assistant District Executive Karen Michael, and in particular, Management Analyst Sharon Hay, for their efforts in preparing the TIGER application.  Without the commitment of resources by District 2-0, the preparation of an application would not have been completed.

4.         On September 11, 2009, PennDOT announced that CATA’s application for funding from the Job Access Reverse Commute (JARC) Program was approved.  A total of $192,000 ($153,600 federal; $38,400 state) was approved for CATA’s purchase of new vanpool vans.  The application was consistent with the CCMPO’s adopted Coordinated Public Transit – Human Services Transportation Plan.
