CENTRE
COMMUTE PROGRAMS Presentation
from CATA Several
years ago, the Centre Area Transportation Authority (CATA) initiated a Regional
Rideshare Program, using seed money provided by the CCMPO and the Pennsylvania
State University (PSU). The number
of people registering with the Rideshare Program has increased each year, and in
2007, the program experienced a significant expansion when CATA assumed
responsibility for vanpools previously operated by PSU.
The increase in the cost of gasoline in 2008 has resulted in a further
expansion of the programs to meet the demand for services. The
adopted 2009-2012 Centre County Transportation Improvement Program (TIP)
includes funding to maintain and expand CATA’s vanpool fleet.
In August 2008, PennDOT also approved funding from the Job Access Reverse
Commute (JARC) Program for CATA to expand the vanpool fleet. Ms.
Terri Quici, CATA’s Rideshare Coordinator, will attend the meeting to provide
a presentation about Centre Commute. Attached is:

Discussion
of Issues, Process and Schedule The
CCMPO adopted the Centre
County LRTP 2030 in September 2006. The
Plan was updated in June 2007 and July 2008 to address the requirements of the
federal Safe, Accountable, Flexible, Efficient Transportation Equity Act – A
Legacy for Users (SAFETEA-LU) and new federal transportation planning
regulations. The CCMPO staff has
initiated the preparation of a major update to the LRTP in Fall 2008, with
adoption of a new Plan tentatively scheduled for June 2010.

At the September 23, 2008 meeting, the CCMPO Coordinating Committee
directed that correspondence be sent to the Pennsylvania State Police (PSP),
Governor Ed Rendell, and state legislators requesting that additional resources
be dedicated by the PSP to enforcement activities in the Route 322 corridor
between Boalsburg and Potters Mills. Attached
is a response received from State Senator Jake Corman. The CCMPO staff and
PennDOT will be meeting in upcoming weeks to disc 3. In October, PennDOT provided correspondence to municipalities and counties about the bridge inspection program for local bridges. PennDOT is undertaking an effort to notify municipalities and counties about deficiencies identified on the local bridge inspection reports, and to outline the steps needed to take corrective action. PennDOT will be working with municipalities and counties to develop action plans for local bridges to ensure public safety. Attached is a copy of the correspondence.
More
information will be provided in future months as the CCMPO staff provides a
presentation about local bridges in 4. CCMPO staff attended
the annual statewide Transportation Planning Partners Meeting on October 6-8.
At the meeting, PennDOT announced the kick-off of a new program intended
to advance “Smart Transportation” principles in the Commonwealth.
The “Pennsylvania Community Transportation Initiative (PCTI)” is
being funded with a total of $60 million in federal and state funds from the
Secretary of Transportation’s spike funding allocation in the first two years
of the 2009-2012 TIP (FFY 2009 and 2010). Eligible
projects may receive up to $5 million for construction activities, or up to
$300,000 for planning activities. Additional
information about the purpose of the PCTI and guidance for the program is
provided in the attached correspondence from PennDOT, which includes a fact
sheet and application form. Initial applications must be submitted to the
PennDOT Central Office by December 15, 2008.
All initial applications received by prospective project sponsors will be
provided to PennDOT Engineering District Offices, MPOs, and RPOs for review. At
the November CCMPO meetings, MPO staff and PennDOT District 2-0 will provide a
presentation about the PCTI and a recommendation about a potential project(s)
that could be submitted for funding. 5.
