In Pennsylvania, the TIP and the Twelve Year Transportation Program (TYP) are updated every two years, with the update process taking approximately one year.  From September through December 2007, MPO staff presented transportation issues relative to the new TIP, and worked with PennDOT District 2-0 and CATA to develop a Preliminary Draft TIP.  On January 22, 2008, the Coordinating Committee approved the submission of a Preliminary Draft TIP to the PennDOT Central Office. 

On February 5, 2008, Governor Ed Rendell announced a new initiative to expand the program for repairing or replacing structurally deficient (SD) state bridges.  Following the announcement, PennDOT District 2-0 added several state bridge projects to the Preliminary Draft TIP, in order to meet targets established by the PennDOT Central Office for the expenditure of bridge funds and for the number of SD bridges to be advanced.  PennDOT District 2-0 also requested spike funding for three bridge projects. 

In March, the CCMPO Committees received a report about the revisions to the Preliminary Draft TIP, and agreed to schedule meetings in April to approve a Final Draft TIP, following the PennDOT Central Office response to the revised Preliminary Draft TIP and to requests for spike funding.  As of April 18, 2008, the Central Office had not yet provided its response.

On April 16, 2008, the CCMPO Technical Committee reviewed the revised Preliminary Draft TIP, and approved two motions:

a.  Recommended that the Coordinating Committee approve the revised Preliminary Draft TIP as a Final Draft TIP, for the completion of an air quality conformity analysis, and to be advertised for public comment.

b.      Recommended that the Coordinating Committee approve the addition of two projects to the TIP, effective after October 1, 2008 when the PennDOT Multi-Modal Project Management System (MPMS) is reopened to accept revisions to the TIP. 

Addition of the Construction phase of the College Township T-365 Trout Road Bridge over Spring Creek in FFY 2009, at an amount to be determined by PennDOT District 2-0 and MPO staff following receipt of the PennDOT Central Office response about spike funding. 
Addition of the W. Beaver Ave./S. Fraser St. Realignment project in State College Borough at 100% local funds, in order to ensure the project's eligibility to receive federal earmarked funds in the future.
 

Since the Technical Committee meeting, the PennDOT Central Office has indicated that the MPMS will be reopened to accept changes prior to the initiation of the public comment period for the TIP.

At this meeting, MPO and PennDOT staff will present the revisions to the Preliminary Draft TIP, the Technical Committee’s recommendations, and the PennDOT Central Office response.

The Coordinating Committee should receive the presentation, recommendations, and PennDOT response, and consider approving a Final Draft TIP for the completion of an air quality conformity analysis, and to be advertised for a required 30-day public comment period.

After the completion of the conformity analysis and comment period, the CCMPO will consider adopting the TIP in July 2008.

Because the TIP development schedule has been extended to accommodate the revisions, staff recommends canceling the June 24, 2008 CCMPO Coordinating Committee meeting, and scheduling a meeting on Wednesday, July 16, 2008 to consider adoption of the TIP and the 2008 Update to the Centre County Long Range Transportation Plan (LRTP) (see next agenda item). 

The revised meeting schedule will provide the time needed to complete the conformity analysis and public comment period, and prepare the adopted TIP for submission to the PennDOT Central Office by the July 21, 2008 deadline. 

The Coordinating Committee should consider canceling the June CCMPO meeting, and scheduling a special meeting in July to adopt the TIP and LRTP 2008 Update.

The CCMPO Coordinating Committee adopted the Centre County LRTP 2030 in September 2006, and updated the Plan in June 2007 to be in full compliance with the requirements of the federal Safe, Accountable, Flexible, Efficient Transportation Equity Act – A Legacy for Users (SAFETEA-LU).

The LRTP is being updated again in 2008 to:

Add projects financed with additional revenue provided through Pennsylvania Act 44
Address federal Year of Expenditure (YOE) regulations (revised revenue and costs)
Remove projects that fall outside the range of fiscal constraint, based on revised revenue and costs
In March 2008, staff presented revised revenue projections which incorporate Act 44 funding and address federal YOE requirements.  Staff also presented revisions to the LRTP project lists, based on updated revenue projections and project costs.  Staff has continued to make minor revisions to the LRTP revenue projections and project lists.

The revised revenue projections will result in the removal of projects from the LRTP in order to maintain fiscal constraint.  The CCMPO Coordinating Committee provided policy direction to staff on March 25, 2008 about the removal of Highway/ITS projects, and the attached list reflects that direction.  Because some of the projects to be removed are “air quality significant”, an air quality conformity analysis must be performed for the 2008 Update.

The 2008 Update is being completed concurrent with the preparation of the new 2009-2012 Centre County TIP.  The concurrent schedules will allow one air quality conformity analysis and one public comment period to be completed for both the 2008 LRTP Update and the 2009-2012 TIP.  Final adoption of the 2008 Update is anticipated in July 2008. 

On April 16, 2008, the CCMPO Technical Committee reviewed the revised fiscal constraint analyses and draft project lists, and approved the following motion:

a.   Recommended that the Coordinating Committee approve the attached fiscal constraint analyses and project lists as the Final Draft LRTP 2008 Update, including adjustments to be made by staff to accommodate the Intermodal Transportation Center (ITC) project within the limits of fiscal constraint for the appropriate time periods on the Transit Projects list.

The Coordinating Committee should receive the staff presentation and Technical Committee recommendation, and approve a Final Draft LRTP 2008 Update for the completion of an air quality conformity analysis, and to be advertised for a required 30-day public comment period.

DRAFT BYLAWS FOR CCMPO

In November 2003, the MPO Coordinating Committee approved the expansion of the MPO to a countywide organization.  The approved proposal for expansion included a requirement to complete a performance review of the new countywide MPO.  The intent of the performance review is to evaluate the effectiveness of the countywide MPO, and to address representation, staffing, and budget issues.  Completion of the performance review is also needed to help prepare future CCMPO budgets, and to address other issues that have been raised relative to representation and voting membership.  The review process also includes the preparation of bylaws for the CCMPO.

In 2006, a Performance Review Committee was established by the Coordinating Committee to oversee the performance review:

The committee has held 16 meetings to date, and has discussed a variety of topics, including the development of a new representation structure.  However, based on discussions at its September 17, 2007 meeting, the Review Committee noted that it could not reach unanimous agreement on concepts for a new representation structure.  Thus, Review Committee Chair Dan Klees reported that members would focus on the completion of draft bylaws for the existing CCMPO, and would suspend discussion of representation structures until after January 2008.

Since September 2007, the Review Committee has prepared several drafts of bylaws, and at its February 22, 2008 meeting, recommended that the Draft #6 Bylaws be reviewed by the CCMPO Technical Committee.  At its February 26, 2008 meeting, the Coordinating Committee agreed to have the Technical Committee review the draft bylaws, and directed that comments be returned to the Review Committee.

On April 11, 2008, the Review Committee reviewed comments provided by the Technical Committee.  The Review Committee subsequently made further revisions to the draft bylaws, and agreed to present the Draft #8 Bylaws to the Coordinating Committee.
